On July 1, 2010, Act 384 was passed by the Louisiana legislature, merging mental health, developmental disability and addictive disorder (or co-occurring disorders) services under one “umbrella” to be managed by a Local Governing Entity (LGE). This legislation called for greater accountability and responsiveness to local community needs, the elimination of duplicative services and for stronger partnerships to build coordinated systems of care. Northeast Delta Human Services Authority is one of 10 independent LGEs in Louisiana. Northeast Delta HSA serves Caldwell, East Carroll, Franklin, Jackson, Lincoln, Madison, Morehouse, Ouachita, Richland, Tensas, Union and West Carroll parishes.
