Executive Team Members
Dr. Monteic Sizer, Executive Director
Dr. Sizer serves as Executive Director for Northeast Delta Human Services Authority (Northeast Delta HSA). He joined the organization in May 2013. He is uniquely qualified to advocate on behalf of citizens in the 12 Northeast Delta HSA parishes he represents because he exemplifies how people can meet their greatest human potential based on accountability, integrity and a willingness to engage in their own lives.
His vision for transforming Northeast Delta HSA into an innovative entity has already begun with integration of previously disparate mental health, developmental disability and addictive disorder services. Under his leadership, Northeast Delta HSA is increasing efficiencies for improved clinical accessibility, centralized operations, organizational accountability and improved partner and provider relationships.
He has established three tenets for Northeast Delta HSA and its partners: to provide excellent customer service, greater access to services and competent, quality care.
Prior to this appointment, Dr. Sizer served as the President and CEO of the Louisiana Family Recovery Corps, a long-term disaster recovery organization created by the state of Louisiana after Hurricane Katrina. Additionally, Dr. Sizer has deep professional experience in organized philanthropy, politics, educational reform, and as a leader of several large health and human services organizations. This expertise further enables him to speak practically about relevant policies, procedures, and programs needed to help poor and vulnerable populations become successful.
Sizer is a 2010 Leadership Louisiana graduate, a Leadership Fellow with the Effective Leadership Program at the Center of Leadership and Public Values at Duke University and the College of Business at Southern University (Baton Rouge), and a Political Fellow and former member of the Board of Directors of the North Carolina Institute of Political Leadership.
Sizer earned a Ph.D. in Clinical-Community Psychology from the University of South Carolina. He completed his clinical residency at William S. Hall Psychiatric Institute. He holds Bachelor of Science (Summa Cum Laude) degrees in Psychology and Criminal Justice from Pfeiffer College, and an Associate degree in Applied Science from Central Piedmont Community College.
Dr. Roy Ragsdill, Medical Director
As Northeast Delta HSA Medical Director, Dr. Ragsdill directs and supervises the medical staff and provides consultation to ensure competent care for the citizens we serve. He contributes to continuing education programs for both medical and clinical staff. He also performs psychiatric evaluations and conducts patient follow-up care primarily at Monroe Behavioral Health Clinic and Bastrop Behavioral Health Clinic. He has served as an integral part of the Region 8 psychiatric team for the State of Louisiana for most of the past 20 years, including roles as Regional Medical Director, Staff Psychiatrist at Monroe Mental Health Center and at additional regional clinics. He served as Clinical Director for the LSU-Monroe Acute Psychiatric Unit from 1991 to 1995.
Prior to joining the State of Louisiana, Dr. Ragsdill was in private practice in Little Rock, Arkansas. He also served as Chief Executive Officer and Director of Forensic Psychiatry Services at the Arkansas State Hospital. He earned his M.D. Degree from the University of Arkansas for Medical Sciences where he also completed his Psychiatric Residency. He is a Diplomat of the American Board of Psychiatry and Neurology.
Karen Bounds, Corporate Compliance Officer
Karen Bounds is the Corporate Compliance Officer for Northeast Delta HSA. In this role, she ensures that Northeast Delta HSA meets compliance regulations with federal, state and licensing boards as well as with CARF accreditation standards. Previously, Karen served as the Mental Health Contract Monitor for the State of Louisiana Office for Behavioral Health. Karen has also worked as a clinical professional counselor at the State of Louisiana Office for Mental Health.
She is a licensed professional counselor. Karen earned a M.Ed. in Mental Health Counseling and a Bachelor of Arts degree in General Studies from Northeast Louisiana University.
Jill Hirsekorn, Public Information Director
Jill Hirsekorn is the Northeast Delta HSA Public Information Director. She manages and coordinates communications and branding efforts to support Northeast Delta HSA’s delivery of mental health, developmental disabilities and addiction disorder services. Previously, Jill served as Communications Director of a state Medicaid project and as Corporate Communications Director for South Carolina Research Authority.
She earned a Bachelor of Science degree in Journalism from the University of Kansas.
Jennifer Purvis, Director of Developmental Disabilities
Jennifer Purvis is the Northeast Delta HSA Developmental Disabilities Administrator. Her responsibilities include oversight of the delivery of community-based services to persons with developmental disabilities in the Northeast Delta HSA service district. With more than 20 years of experience, Jennifer has worked directly with families and individuals to locate, plan, develop, and advocate for specialized services along with managing the operations of multiple state and federally funded developmental disabilities programs and services delivery systems. She has worked directly with individuals with developmental disabilities and their families through waiver services in private industry and in management roles. Jennifer has completed instruction in the Person-Centered Planning Personal Outcomes Measurement System as developed by the Council on Quality and Leadership in Supports for People with Disabilities. She has also served on multiple panels and in focus groups throughout the region advocating for people with developmental disabilities.
Jennifer earned a Bachelor of Arts degree in psychology from the former Northeast Louisiana University now operating as the University of Louisiana of Monroe.
Demetrius Roberts, Director of Human Resources
Demetrius Roberts joined Northeast Delta HSA in November 2013 as the Human Resources Director. Demetrius administers and directs a comprehensive Human Resources Department for Northeast Delta HSA, which includes approximately 109 positions. Her responsibilities include the development, implementation, and interpretation of all human resource policies and procedures. Directly supervising and overseeing the administration functions in orientation/on-boarding processes, insurance processing, retirement services, grievances, discipline, Family Medical Leave (FMLA), Affirmative Action/EEO, Recruitment/Selection of personnel, and classification and pay programs. Demetrius is a former United States Army Captain and Human Resources Operations Commander. In addition to her officer ranking, she is also an Operation Iraqi Freedom Veteran.
She earned a Bachelor of Science Degree in Biology from Tuskegee University. Demetrius has 11 years of HR experience along with unwavering dedication to providing excellent customer service.
Avius Zimmerman, Research and Development Coordinator
Avius Zimmerman is the Northeast Delta HSA Research and Development Coordinator. In this role, she assists in promoting public policy and grant development. Avius has served as the region’s strategic planning coordinator, where she built coalitions to address and change policies in regard to underage drinking. She has worked in substance abuse prevention for six years and served as the regional asthma coordinator. Avius is a licensed prevention professional.
She earned a Bachelor of Arts degree from Louisiana Tech University and a Master of Arts degree from Grambling State University. She is a Doctoral candidate in Public Health at Jackson State University.
Belinda Braden, Administrative Program Director/Fiscal Director
Belinda joined Northeast Delta HSA in July 2014 as the Fiscal Director. She manages and directs a wide range of financial and administrative functions including budget development, monitoring, reporting, accounting and billing. Belinda brings extensive federal and state program management expertise to her role at NE Delta HSA. Previously, Belinda served as the Compliance and Project Manager for the State of Louisiana Office of Community Development in the Disaster Recovery Unit. In this role, she managed receipt of non-profit and state agency Community Development Block Grant disaster recovery funds. She also developed and managed internal staff and grant recipient oversight for compliance, procurement contracts and financial management. Her professional experience includes work as Contracts Manager for the Louisiana Family Recovery Corps and service as a Program Manager for the State of Louisiana Department of Health and Hospitals in the Office of the Secretary, where she was lead project manager for statewide reform of human services.
Belinda is a graduate of Southern University and A&M College, Nelson Mandela School of Public Policy and Urban Affairs in Baton Rouge. She earned a Master’s degree in Public Health Care Administration and a Bachelor of Science degree in Political Science.
